Biometrics and Forensics Training Initiatives
The Tactical Training Track will focus on training the Soldier, Sailor, Airmen, or Marine as a collector of forensics and biometric material. The emphasis will be on fusing the different methods of forensic and biometrics collection training into a single comprehensive scope for development and institutionalization within the Department of Defense and its training institutions. The individual sessions will present their techniques, tactics, and procedures of Forensics and Biometrics training. Combined with audience participation, the sessions will attempt to identify the 3 key components of each training methodology that fall under the three pillars of forensics and biometrics—skills, sets/kits/ outfits, and analysis.
Identity Intelligence Fusion (IIF) - (Sessions Thursday Only)
Discuss the power of globally synchronized IIF across the interagency using a synergized three functional tier specialty approach. Through exploiting biometrics (BEI), forensics (FEI), documents and media (DOMEX Enable Intelligence—DEI) to enable IIF in support of interagency operations to defeat state and non-state adversaries, IIF can provide a multi-dimensional image to associate persons, events and locations to peoples’ intent.
Mod & Sim
Each session will have an initial detailed briefing on JANUS and Design Mill Inc. with Demonstration(s) (4 modules, 1 module per session). Information will include, but is not limited to: TLO for upcoming modules; content of modules, leader training, and receive input from summit attendee "users" for constructive feedback development improvement purposes (have a survey for all "samplers" to fill out regarding product, user friendliness, and modules). Discuss "how to expand to MOD/SIM for Biometrics and Forensic training"; TLOs/ELO/LSA needed to be there for current and future modules.
Site Exploitation: Establishing an Enduring Capability
This track will provide key players/operators in theatre the opportunity to present their operational capabilities and discuss their asset to Force Commanders. Through a series of vignettes, entities and organizations will be able to identify operational redundancies and gaps. Discussion will focus on short-term de-confliction of forensic assets and mitigation of capability gaps as measured against the draft Site Exploitation FM.
Transition from Traditional to Expeditionary Forensic Laboratories
Lab participants will give an overview of 2009 efforts, short term plans for 2010 and long term for 2010 to 2015. Each lab will address Joint Force Commander Requirements, Forensic Services provided, Case load and cycle time (Law Enforcement), Case load and cycle time (Intelligence Community), Human resources, Gaps between JFC requirements and Forensic Services, Overlap with other laboratories, Excess capacities, Opportunities to collaborate with other laboratories, Laboratory needs and Reach back activities.
Systems Engineering and Architecture
As the Biometric Enterprise and Biometrically Enabled Intelligence have evolved, automated systems to support the mission processes have been created. TCM B&F is presenting a Systems Engineering and Architecture Track (SEAT) at the Spring 2010 Summit. The SEAT is for the folks who architect, design, build, and manage systems for the functional users. The SEAT is not for forensics techs, WIT and WTI collectors, detainee enrollers, Intel analysts, or JCIDS gap analysts. There are a variety of non-biometric technical challenges throughout the USG. We propose to get the systems engineers and architectural engineers who build and interconnect biometric systems from throughout the USG to sit down and exchange challenges and solutions. We have found that the synergy of aggregating these smart folks and letting them discuss and think in a group can have powerful results
Education & Research
This combined track will focus on both the present state and the future possibilities of Forensic Science Education and Research programs. These types of programs represent a spectrum of activities ranging from distance learning/certificate granting institutions to organization focused on long range S&T investments on fundamental research.
