Colonel Bruce K. Lyman

Chief Information Officer, Air Force Intelligence, Surveillance, and Reconnaissance (ISR)

Colonel Bruce K. Lyman is a Cyberspace Operations Officer Individual Mobilization Augmentee (IMA) currently serving on long tour MPA orders. In this capacity he serves as the Chief of modernization for AF ISR Processing, Exploitation and Dissemination (PED), Deputy Chief of Staff for ISR; Headquarters U.S. Air Force, the Pentagon, Washington, D.C. He also serves as the Air Force ISR Chief Information Officer (CIO).

Col Lyman has 25 years of service with the United States Air Force both on active duty and as an Air Force Reservist. Col Lyman received his commission through the Air Force Reserve Officer Training Corps program at Ohio University. He began his Air Force career on active duty assigned as an executive officer for a field maintenance squadron. He has since served in a wide range of active and reserve assignments.

Col Lyman’s unique expertise and leadership were critical to the management and sustainment of advanced AF ISR technological solutions, such as the weaponized Predator and the Blue Devil ISR program. Throughout his career, he has been hand-picked as a problem-solver in deployed locations in support of Operations ALLIED FORCE, NORTHERN WATCH, SOUTHERN WATCH, ENDURING FREEDOM, NOBLE EAGLE, IRAQI FREEDOM and the GLOBAL WAR ON TERROR. He was tasked more than twenty times to travel to Bahrain, Oman, Afghanistan, Uzbekistan, Kosovo, Saudi Arabia, Kuwait and Iraq in support of those operations.

The Air Force Deputy Chief of Staff for Intelligence, Surveillance and Reconnaissance (ISR) appointed Col Lyman as the Chief, Information Officer (CIO) to oversee the AF Intelligence Community response to increase ISR capability.

In this capacity Col Lyman serves as the AF Intelligence Community CIO providing functional oversight, management and planning for AF/A2's Top Secret Information Technology Enterprise, where he is responsible for Identification of emerging ISR and IT capabilities that can rapidly expand Air Force ISR globally in support of Combatant Command operations, and oversight planning and integration of the Director of National Intelligence's (DNI) Information Technology Enterprise initiative with the A2's Top Secret Information Technology Networks.

Prior to his current assignment, Col Lyman was the Director of the ISR Innovations Program Development Division for the Deputy Chief of Staff for Intelligence, Surveillance and Reconnaissance, Headquarters U.S. Air Force, Washington, D.C., where he was responsible for the creation and execution of $300+ million R&D programs focused on tactical fusion of intelligence. He also directed and supported the integration of combat capabilities with US, coalition and domestic agency mission partners.

As a civilian, he Lyman has 16 years of experience in the commercial market as the CEO of an information technology company specializing in enterprise architecture, business automation and change management.

In industry, he has successfully deployed solutions for the U.S. Army, Coast Guard, Navy, Air Force, U.K. Ministry of Defence as well as automated solutions for the U.S. and the international carbon, banking and retail markets. From small organizations to enterprises with over 1.4M people distributed around the world. His company delivered solutions that scaled to any level quickly delivering operational results that can be quantified in terms of increased performance and decreased costs.

Col Lyman also serves as the Chairman of a neuro-therapy company with over twenty years of experience providing groundbreaking treatment with unmatched success in treating neurological symptoms. Successes include treatment advances in post-traumatic stress disorder, traumatic brain injury, military sexual trauma, ADHD, Asperger’s and other learning and neurological disorders.

Col Lyman holds a Bachelor’s Degree from Ohio University, and Master Degrees from the Air Force Institute of Technology, and Science in Strategic Intelligence from the Defense Intelligence Agency.

Col Lyman currently resides in Northern Virginia area with his wife Heather, daughter Madeline and two sons, Jacob and Ethan.
